N.B.
If user enters an initial standard date and time for the simulation at that point in time, where
there is an ambiguity due to the switch from summer to winter clock time, it is supposed
to be meant the time before the daylight savings time applies.
Does the user enter a not-existing time, due to the reversal switching, the following error message
will be displayed:"error, simulation initial clock time does not exist. Please review parameters
     for daylight savings time governmental rules!"
