A constant time value is turned into a constant signal
Extends from Icons.ConstantConverter (Icon for constant converter elements), Interfaces.Basics.OutputTypeChoice_Time (Partial model to set output type to some derivative of time).

The parameter value is used to set the continous output y making it a constant-valued signal. The output will always give times in seconds [s], but values can be entered in non-SI-units of time using displayUnit.
