Turbine torque from power control
Information
This is a default model. The torque is directly determined by the pu power control-signal. It does neither contain thermal nor hydraulic forces, but it may be replaced by appropriate physical models.
Power control for speed > speed_thr (speed threshold)
speed*torq = powertorque control for speed < speed_thr (speed threshold)
speed_thr*torq = power
